Objectives:
To lead the comprehensive management of Ayuda en Acción’s financial, human, and material resources in Mozambique, ensuring transparency, quality, austerity, and efficiency. The Director of operations and finance ensures that all areas (finance, logistics, human resources, technology) operate in a harmonised manner to create value and maximise the impact of projects.
To drive the implementation and continuous improvement of institutional processes in coordination with Headquarters in Spain and the Mozambique Country Programme, actively contributing to the achievement of the organisation’s foundational objectives and humanitarian mission.
Main responsibilities
- Strategic planning and leadership
- Design and implement the operational and business strategy in collaboration with management, define performance indicators and oversee the achievement of objectives.
- Prepare the annual budget, optimise costs and benefits and periodically report operational performance.
- Assess operational and financial risks; lead risk management and continuous improvement initiatives.
- Resource administration and financial and accounting management
- Lead accounting, treasury and budget management, ensuring the preparation of financial statements in accordance with national and international standards (IFRS) and donor requirements.
- Ensure, together with headquarters and other country managers, the adequate allocation of resources to achieve the organisation’s objectives.
- Supervise accounting, treasury and inventory; prepare periodic financial statements adjusted to national standards and IFRS; plan budgets and support their execution and control.
- Manage and control funds allocated to projects by both Ayuda en Acción and local partners, ensuring their proper use and accountability.
- Ensure compliance with legal and tax obligations; coordinate administrative and financial audits.
- Talent management and people development
- Lead workforce planning, recruitment, onboarding, training, remuneration and termination; ensure compliance with labour legislation.
- Develop training programmes and performance evaluation; provide coaching and growth opportunities.
- Promote a positive work environment, manage labour relations and conflict resolution; foster diversity and safeguarding policies.
- Procurement and supply chain
- Define procurement policies, processes and strategies, ensuring that purchases of goods and services are carried out on time, cost-efficiently and in compliance with laws and regulations.
- Lead strategic procurement planning, anticipating needs and aligning acquisitions with overall strategy.
- Supervise supplier selection and evaluation, negotiate contracts that maximise quality and value and maintain long-term relationships with key partners.
- Manage risks and compliance throughout the procurement cycle, developing mitigation strategies and ensuring adherence to national and international standards.
- Logistics and operations
- Plan and coordinate logistics functions: transport, storage, inventory and order processes.
- Coordinate the flow of goods both inbound (receiving) and outbound (delivery to projects), ensuring punctuality and accuracy.
- Implement reverse logistics and prepare contingency plans in case of supply chain disruptions.
- Promote the adoption of logistics management technologies and real-time monitoring systems.
- Compliance and governance
- Develop internal controls to ensure compliance with labour, tax and data protection laws, as well as internal policies and donor requirements.
- Prepare continuity and crisis management plans, assessing and mitigating operational, financial and security risks.
- Team leadership and organisational culture
- Create a culture of high performance, motivation and continuous learning; act as a mentor to teams.
- Promote transparency, accountability and professional ethics; ensure equal opportunities and zero tolerance for any form of harassment or abuse.
